Bass Coast Planning Scheme Amendment
Wolter Consulting Group were commissioned by Bass Coast Shire Council in May 2008 to prepare a planning scheme amendment to incorporate the recommendations of the Bass Coast Strategic Coastal Planning Framework into the Bass Coast Planning Scheme.
Sustained population and growth pressure on the Bass Coast Shire is placing increasing pressure for development on the coastal precincts of the Shire, leading to fragmented coastal planning, subdivision and development decisions. By the year 2021, Bass Coast Shire is expecting a projected population in the order of an additional 7,000 to 12,000, of which approximately 3,500 may be located in the settlements of the current framework area.
The Bass Coast Strategic Coastal Planning Framework (the Framework), adopted by Council in 2006, provided an overall strategic approach to development of coastal towns and settlements in Bass Coast Shire. It also comprised structure plans for (10) small coastal settlements and recommended a number of changes to zones and overlays.
As part of the planning scheme amendment process, Wolter Consulting Group have prepared constraints and issues analysis mapping, including gap analysis of the existing planning scheme and planning instruments (i.e. structure plans for each town, Municipal Strategic Statement (MSS), Comprehensive Development Zone (CDZ), Design and Development Overlays (DDO) and existing maps showing overlay boundaries. see maps...
Wolter Consulting Group and Bass Coast Shire Council are currently in Phase (3) of a (7) Phase process. Key stakeholders and the Bass Coast community will have an opportunity to respond to the proposed amendments of the planning scheme in future stages of this project, as Council will publicly exhibit the proposed amendments to the Planning Scheme and invite community feedback on the Documents on Public Exhibition.
